Domain experts know business processes best, so they should be the ones who build and maintain applications. In the construction of a typical enterprise application, these domain experts do not get to build the application themselves. Instead, they communicate to developers how the application should work. The developers then go off and create the application based on what they heard (which too often is not what they were told).
